I have fought for hours trying to remove a wedged in tooth brush that made it inside the toilet but not into the line. This atracted paper and restricted the flow and fill up.
Somethimes after a plunger, a snake, and all others, you can remove the comode and work from underneath going up. If this is too much, call a plumber, but have the $$$ ready.
