papering over vinyl paper requires a special wall papering glue or mastic. Regular wallpaper paste will NOT adhere paper to vinyl.

This is all you need to know, go ahead as usual. You may also need to get some special seam sealer also to tackle those seams that never seem to stay down.

I would also advise to clean of the old paper with a solution of water and white vinegar to cut the crud and the oils.

A hint, pre pasted wallpaper never has enough paste on it to do a good job, so I always wet the prepasted as instructed and then add more of my paste to it.
