IF your pavers're concrete ( the apron store kind for $1 ? ), they'll be a suitable base for tile,,, after all, they're conc just like the floor in your bsmt or kitchen ( depending on geographic location ),,, obviously you'll need to prep pavers before applying thin-set or whatever you decide to use.

whether or not its a good idea is another post but do it if you wish,,, just use your head.

ps - if my home, i'd NEVER install tile outside UNLESS the chances of frost were nil !
