YES! Mixing valves at toilets

At least in the upper midwest where the cold water is in the 50 degree range in the summer, mixing valves were common to "temper" the water going into the toilet to prevent sweating of the toilet tank. They were common in older homes, but were "outlawed" during the energy crunch in the 70's. Replaced by better insulated tanks, and the need minimized by the advent of central air.
