I would shorten the frame so that it is not touching the concrete. No touching the concrete does not allow the water to absorb up the frame board and rot out so fast.

If the wood was damp when painting, then the water eventually has to come out, and coming out it has to remove the paint and primer to escape and IT WILL do that too.

Try replacing the wood with treated wood and allow it to dry out then do your priming and painting.
