The biggest problem you have is tying into a sewer drain line. The water supply pipes are no problem, just cut in and tee-off. The question is whether you have a drain line that can be tapped. You would need to identify locations of soil stacks and clean-outs to judge the feasible locations. It can be done, but because of the difficulty of properly tying in a closet bend and vent, as well as compliance with code, most people would hire a professioanl plumber for at least that part of the job.
