Yea. Go ahead and use a pressure washer to get the little "pods" off the wall.

But before you do anything else, are you sure the stucco has been painted already?

If it has, and it's in good shape, go ahead and repaint it.

If, however, the stucco has never been painted then re-stucco it. It will cost considerably more but your walls will continue to breathe and you'll still have the value in it.
