Wrong size replacement windows

To Henry in MI,
I understand all that you said except for the fact the replacement windows are full sized for the rough opening size, I did not buy new casement windows, just replacement windows. In order for these to fit there is no room for shims or even insulation. According to the man (43yrs. of working with windows) said when he ever has ordered windows through Anderson, Pella, ect. he always gave them the rough opening size and the company allowed for the excesting sill and remaing inside frame of old window so we could just replace the window with the new replacement window. I am just sick about this and I mean SICK.
