Wood rot

This message board looks like the place for some quick advice!
The facts: I'm on the verge of buying a house and just completed the inspection today. When we were in the crawl space under the kitchen, we noticed some wood rot on the north-west corner of the house just above the concrete foundation. The visible extent of this rot was about 2 - 3 feet along the vertical corner member. The house is 22 years old and is located in the Seattle area (read rainy and wet).
My questions are:
1) Can the wood rot be fixed completely even if it is present in an integral load bearing member?
2) What are the approaches to fixing wood rot? (You can point me to a book or web page)
3) I'm not knowledgeable about home construction and repair, and would like to know if the house will retain its structural integrity if the rot is fixed.
