wood floor over concrete sub

I have a large room (approx 900sqft) that was linoleum over unsealed concrete. Moisture has come through and the linoleum has been removed due to severe mold. We are now in the process of deciding best way to redo without removing existing concrete. One suggestion was to lay 2 x 6, 16in. on center then tongue & grove over top. Concern is continued moisture problem & would that effect the new 'level' of floor? Any suggestions greatly appreciated or if you know of a better plan, please share.
