You are referring to replacement sash's. They do that type of stuff on TV but I don't think that it is practical. The cost borders on robbery. The only time to do that is in a historical application where the facade of the home needs to stay the same. Other than that it is a waste of money.

Replace the entire window. As I said before replacement vinyl windows can be made affordably to fit your openings. A normal price for this is prox $200 per window complete. Any over sized or picture windows would, of course, be more money. There are many overpriced (meaning:"thieves") in the replacement window field. Get references and check them get your own financing if needed. As I said if you want an absurd price call Bob's buddies.
