Window wells filling up in heavy rain.

When a heavy rain comes, our sump pump kicks on and not long after that the window wells start filling with water and if not bailed will come in the window. We have just last week added more dirt to slope the ground away from the house and we have tarred the corners where the house and the well meet so as to slow down any leaks but they are still filling up with water. There are drainage pipes in the bottom of both wells and I wonder why they are there. Could the water be coming up through the pipe and what can I do to stop it. It is cold and dark and not to mention wet and I am tired of this problem. Some help would be greatly appreciated. Thanks, Ann
