Window Condensation

The wife and I recently moved into a newly constructed home and have noticed alot of condensation developing around the windows as the outside temperature drops. We purchased a de-humidifier and that seems to resolve the problem part of the time. Unfortunatly, as the temperature drops below freezing, the mositure returns. All four outside walls are provided with a vapor barrier while the ceiling is not. We are using forced. Does anyone no whether or a fresh air input to the cold air return line would help remove our condensation problems. Any other idea's would be appreciated..
