Why are you painting the floors and especially if some or all are going to be covered up with flooring? Some painted floors can get slicker than snot and especially when wet. Slips and falls around the house is how many elderly people end up in the hospital getting their hips replaced or fused.

Some type of moisture proofer is a different story but then you should start with insulation and a waterproofer "under" the slab first.

I'd suggest talking to the paint store such as sherwin williams and others.
