whole house fan

I live in a small cape which has a finished second floor. This floor has a playroom for the kids as well as my son's bedroom. The home has central air and my problem is that the second floor is consistently 7-10 degrees hotter than the rest of the house. There is no attic just a small 3-4 ft high crawl space that runs the length of the house. I have 2 roof vents as well as a gable mounted fan in the front of the house. Even this has only given me a degree or two change in temp. I even cut a hole in the ceiling , covered it with a grate and screen in the hopes that some excess heat will get pulled out. On a spring day with outside temps in the 70's my second floor is in the 80's. I'm wondering as a last resort will a whole house fan help? I was told they cant be used when the a/c is running but will it give us some relief on those warm spring days. Please help, boiling over in NY.
