whole house exhaust fan

I just moved into a 45 year old tri-level house. The top floor is sweltering when it reaches 80 degrees. It was suggested to get central air, but that is well over $3m. Someone said that a whole house fan would be almost as good.
In that it will pull the cool air from the below ground level rooms and cool the rest of the houseI is there any truth to this and would it be worth installing??? thanks for any info anyone can provide
