When You Had The Hand Operated Pump......

Did you have to pump it about 20 times each time you wanted to get water, or only after the pump had set for a long time? If it was each time, then it would mean you have a small air leak somewhere in the pipe underground above the water level. That may keep the pump from self priming.
You mentioned 230v to 115 v. It may be a stipid question, and I apologize if it is, but are you sure your not trying to run the pump at 115v while it is wired for 230v?
You say the pump will register up to 20 lbs pressure. The pump will not prime properly if you have back pressure on the outlet while it is trying to prime. The outlet should be open. Backing off the pressure regulator alone may not do it.
What is the static water level in the well?
