Joe,

Caulking is used where 1 or both of the 'surfaces' that meet can move due to expansion or contraction, or where grout won't hold. Yes, I guess you can caulk over grout but I wouldn't recommend it. I'd like to know more about the situation and/or problem where I can say more.
