What is dry tooling?

I'm planning to use a polyurethane caulk this weekend to seal cracks in my driveway. The caulk instructions refer to "dry tooling" the caulk. Does this term refer to not shaping the caulk until it is dry or does it mean that I should tool while the caulk is wet but that I should use a "dry" tool (tool not wetted with mineral spirits, etc.). Thanks.
