WET OXBOARD SUB FLOOR

NEW CONSTRUCTION - HEAVY RAINS LAST SUMMER, SUB FLOOR IS OF OXBOARD 3/4" THERE WAS 2" OF STANDING WATER 1 TO 2 DAYS BEFORE INSTALLING 3/8"SOLID RED OAK FLOORING. PLASTIC BARRIER WAS LAID DOWN BETWEEN SUB FLOOR AND WOOD FLOORING. NOW 6 MONTHS LATER. THE FLOOR IS CRACKING UP EVERY WHERE, SOME LARGER THAN OTHERS. WHEN YOU WALK ON THE FLOOR THE FLOOR IS ACTUALLY MOVING UP AND DOWN. ALSO THE LARGER CRACKS IN THE FLOOR ARE RIGHT WHERE THE OXBOARD SUBFLOOR SEAMS ARE. WAS MY SUBFLOOR TO WET TO LAY THE NEW WOOD FLOOR? HAS ALL THE WATER THAT WAS ON THE OXBOARD PRIOR TO INSTALLATION DAMAGED MY SUBFLOOR, SO THAT THE FLOOR IS NOT ATTACHED PROPERLY?
