Wet Insulation/Drywall

We are building a house and the contracter has insulated and drywalled the inside. The outside has energy shield covering but the brick is not on the house yet. While walking through the house we realized that water was sitting on the ply wood floor. Snow is blowing through the energy shield and melting. Is this bad for the insulation and dry wall?
The contracter wants to start putting down the hardwood floor, should I stop this?
