If the surface water diversion doesn't eliminate the excess moisture in the crawl space then you are probably going to need a french drain alongside the foundation to intercept subsurface water flow. This will help reduce the musty odors and damage to the wood of the structure from fungus and other water-loving bugs and molds.
See for tips on installing a french drain to intercept this water. In my part of the world we do not install plastic or anything else to try to keep the moisture down -- it only holds the moisture in the crawl space soils all year long and lets the molds grow continuously.
