wet basement block

hello, the bottom blocks of my basement walls are always damp when it is humid--especially after it rains. I have been running a dehumidifier non-stop but forgot to turn it on last night after heavy down pour. Is it natural to be damp? Not all of them are damp, just in certain spots, more so in the corners though. The drain tile are okay, I can see the water coming in from the drain tile into the sump crock. I also have clay soil. But am worried about this problem. Any advice?
