Robert, first of all, go overt to
for several discussions on wet basement treatment.
Note, the vapor barrier goes on the side where the
water is (or in some case where the most water
is). Above ground in the NE that's usually the inside.
Down south it's the out side. In a basements (even a
seeming dry one, it's against the wall. You also might
want to consider things like proper lot grading and
gutters to lessen the incoming water.
If you have a furnace and or water heater in the basement
be sure to make combustion safety your first priority.
