The wall paper guys have developed a tool that is called a paper tiger and with a vinegar and water solution sprayed on the paper, this tiger will allow the water to get more under neath the paper for better release. I really like this.

However, alot of water is required to make it work faster and more effecient. This water does deteroriate the outer cardboard skin on drywall. Once this sheet or membrane is gone, paint adherance is jeaprodized. Water will also cause problems here.

Can you not paper over this paper? if you are painting over this, there is a product for painting directly over wall paper. For Your Info, I do not recommend painting over wall paper, it will release with the paint when the moisture is added to the paper.

If too much drywall is damaged, you might want to hang new drywall, use the 1/4 inch drywall instead of the 1/2 inch. Then tape and bed and prime and you are set.
