so where else? How did you apply the coatings? Brush or foam brush? But then, I will answer my own question, if you sanded between then it was dry anyway.

Lets attack another area: the wood. Was it acclimated to your interior environment before laying? Was it any way still wet? Did you install a vapor barrier before the wood went down? Could we have humidity or water rising up from the fondation and up through the wood causing a slight barrier between the wood and poly? Just pulling at straws now, but something to think about.
