I'd be concerned about the final height of the pavers v. poolsides, water infiltration above the Chat gravel, but below the pavers, and how doorways and stairs, etc. would be impacted by the height increase.

Best bet is to remove that which is rotten. If it isn't in real bad shape, maybe a skimcoat here or there, and a concrete stain might dress it up, although the skim isn't my favorite idea.
