Welding questions

I want to buy a small welder... I want to do light/medium-duty welding... (angle iron from old bedframes) - so I guess that's about 1/4" thick?

Do I want a mig welder or an arc welder? I don't know the virtues of either. (I have done my share of acetylene welding..) I see that I could spend anywhere from $50 to $1000 - I'm thinking the lower, the better (~$300 tops - preferably, more like $100.)

What should I look for, as far as specs? - amperage, wattage, size of electrodes,....?

Again, this is just for hobby/project purposes - occasionally I may want a pretty strong weld for something... Example - (possibly) making an iron stair railing or a trailer for a riding mower...
