Waterproofing Cedar Deck

I have a large wrap-around cedar deck that is two years
old. I want to waterproof it with something that will
retain the natural, golden color of the cedar, BUT
do not want to stain it.

Earlier this summer, we hired a contractor to power
wash the deck. He then applied two coats of Behr's
clear waterproof sealer. The first coat went down
great, but it rained 18 hours after the second coat
went down and it has never dried!

What should we do? Powerwash and reapply the Behr's
