i`ve solved this problem more than once. used heavy modified bitum. membrane to cover a properly preped exterior wall: lapping down to and over the footer. all joints should be properly sealed. a protection brd is placed over it to keep te back fill from damaging the membrane. then french drain and backfill with gravel to just below grade. i`ve done this in "heavy" thrust areas with snow and ice cond. and have had 100% success. i have been cautioned that by creating a friendly enviroment for water, as jay j. said, you can actully increase thrust by drawing in water from the surrounding table. dependig on who you use, it shouldn`t be as expensive as it sounds and used as a final sol. after cheap and easy solutions have been exausted. the only problems it doesn`t really address leakage from under the basement slab. good luck.
