Yes, there should be water in the bottom of the brine tank. How much depends on the make of the softener. I worked on culligan units some 12 years ago and the brine tank would have appox. 12 inches water in bottom. I am not familiar with newer culligan units, but I would asume it is the same. I now work on sears softeners and there should be approx 2-3 inches in bottom of tank when regeneration is finished. Others I am not familiar with. hope this helps...
