water pressure throughout the house is low

This morning I noticed that the water pressure throughout the entire house is lower than normal. I can get a low/medium pressure when I turn on a faucet, but it does not change when I turn it on full force. All of the faucets are like this and the toilets also. Is this a problem with the "county water line" or could it be a problem within my home? I asked a neighbor if their water pressure was lower and he said he didn't notice...end of conversation. So much for informational help from a neighbor. Should I be calling a plumber? I am at work now. Thanks!!!!
