water pressure in hot water radiator

We have a gas-powered hot-water boiler, and I've been having trouble getting all radiators on the second story to heat up; one is consistently cold, and when I bleed it, a small amount of air and no water comes out. When I've checked the prssure gauge, it appears to be around 10 psi. Does anyone have any advice-- is there a problem with water pressure, or with the circulating pump? Anyone know how to improve the pressure?
