Jay has some real good advice. I'd like to take a simpler tack first. The water in the sump pump is normal. My house is 6 years old and the sump pit has never been dry, the pump only runs when we have a heavy snow melt (feet) or days of rain. If your basement is dry and the pump is never overworked even in heavy rains, its ok.
Ask the neighbors with the monitoring stations why they are there and who installed them. Contact your builder and ask about the swales. These are channels (almost imperceptable) created for water run-off. They are nothing more than shallow valleys between yards. Assuming you have swales done correctly, its the wavy yard that is holding back the water. If its a new house, less than a year or so old, the builder should help. Level the yard with a slight slope towards the swales.
