Agree with George.... interior water proofing is not where you should be headed with this: finding the outside leak is :-) If you have a brick facade outside of conventional wood framing that goes down to meet the concrete foundation wall, and following a hard rain, water is noticable coming under the wood sill plate, this suggests that you have a leak in the outside brick somewhere that is allowing water to get behind the brick, run down the space between the brick and wood sheathing, and come out at the bottom (sill plate). And to compound this problem, where the water is coming out at the sill will probably have little to do with where the wall leak is located, as water will take a least-resistance path and may end up coming out far away from its entry point. Suggest you get out and look closely for holes in the brick mortar or look at your roof and the top plates (from your attic) to see if water might be coming down through the roof and dripping down into the wall space (a wet area on the top plate is a good indicator of this)
