Water in the crawl space

I am a 50% partner with my in- laws on a house that they live in mainly to keep them from living with me. Recently we noticed about 2" of standing water in the crawl space. This has never happened in the last 4 years since we bought the house. The house is a new house and my in laws are the firs occupants. The area is known for relatively high groundwater 15'+/- and we have had probably the wettest winter and spring in history for Nevada. They have had appx. 3" of precipation in the last month which is quite a bit for the high desert we live in. Does anyone out there know if this is something I should be concerned about or should I just leave it alone. Also other houses in the neighborhood are also experiencing the same problem. Your assistance is appreciated in getting my mother in law off my back.
