Water in Floor Ducts

I live in a cape code home in a subdivision which was built on a concrete slab. Whenever there is a heavy rain or thawing, water seeps into the heat ducts in the floor. A drain was installed around the perimeter of the house leading to the front ending near the sidewalk close to the street. I have installed raised garden beds around most of the house, which helped some, but it was so bad this week, that I had to bail water out of the ducts into a bucket. Does anyone have any suggestions? Any help would be appreciated.
