Water in Crawlspace

I have had a water problem at the low end of my foundation since moving into the house a year and a half ago. At times I have standing water but most times the soil is just very wet. In the summer I have condensation dripping from the ducts. The builder agrees that water should not be standing in the crawlspace and will fix that part but he states that it will always be wet and that it is normal. I disagree but have no basis for my disagreement. The ground slopes away from the house drastically at the end the water collects. What are the guidelines? Is thier an acceptable moisture percentage in the soil? Where can I go to support my claim that he needs to fix it completely. It has caused my vinyl floor to yellow and they refuse to replace it.
