water heater pressure problem

JUST REPLACED MY GE WATER HEATER THAT WAS ONLY 3 YEARS OLD
WITH A 6 YEAR WARANTY???I INSTALLED THE HEATER AND
DISCOVERED THE PRESSURE VALVE WAS LEAKING.I THEN ADDED AN EXPANSION
TANK AND THE VALVE IS STILL LEAKING.ANY SUGGESTIONS??
I HAVE A PRESSURE REGULATOR ON THE MAIN INLET.COULD THE WATER PRESSURE
STILL BE TO HIGH?COULD THIS HAVE BEEN THE REASON
MY PREVIOUS HEATER FAILED?? HELP
