water heater (more than one)

My home has two 40 gallon gas fired water heaters. The people that lived in it before me must have added the second one (why I have no idea. My family can live just fine with one heater, so I added a bypass line with shut-off valves, to connect the whole house to one heater. My plan is to keep the second heater for a back up since it's there anyways. My question is... Should I drain the water or leave it full while it is not in operation? The only time I plan on using it is if the first one dies.
