Water heater (electric to gas)

My electric water heater is 14 years old and needs to be replaced. I talked to a couple of plumbers on how to go about venting the new gas water heater.I have a rancher with a finished basement and i have the water heater in the basement. I also have a gas heating and air unit in the adtic. There is no vent going from the basement to the roof. One plumber says to just put a hole in the foundation and vent it that way. One says i need a water heater with a blower on it. Im in the field of construction and can do the job myself but i want to do it right with out suffocateing my family with fumes from the water heater.
