Rodney, if you shut off the water & drain the tank, yes; shut off the gas to the water heater.

If there's only 1 shutoff valve on the water heater, and it's on the hot pipe, you'll need to shut down the house; if it's on the cold pipe, that's all you would need to close.

Use a garden hose as Carl said, open the drain, then open several hot water faucets like the tub, vanity, etc, to speed the draining process. Once it's drained a few minutes, you can also open the T&P valve on the water heater, too.
