First, before trying to repair the wall, I would think that it is very important to know how the water damage occurred---was it by a leaking roof, or ----flood damage---leaking plumbing piping. You would not like to make a lot of repairs and then find it happening all over again.
If you are sure that the source of the problem has been corrected and that the wall surface and substrate is completely dry, I would use a mildew preventive material---which should be coated onto the surface to kill any mildew spores.
Then replaster the surface.
