water coming into basement

I have water coming into the basement during heavy rain. It seeps through the wall on the groundn where the block meets the concrete slap. its crystel clear water. Now, I have read that there is a product called base coving. What you do is to drill holes on the bottom, then install the coving that runs around the wall towards your sump pump and diverts the water. My house is sloped on all sides and it is not in a low laying area. It only leaks during SEVERE heavy rain. I believe the water table rises and finds its way into the house. This coving method would be right for my situation, but I am unable to locate this water-proofing system. Home depot nor Lowes do not carry them. The local hardware store guy does not know what I am talking about. Any help on where I might locate this system would be appreaciated.
