The short answer is no, you shouldn't do an oil anything over waterbased finishes. Your contractor was somewhat correct regarding a pre-treatment for wood before using the waterbased product. In cabinet making, it is best to put down a sealer coat of dewaxed shellac to bring out the figure of the wood; since the waterbased product is very cohesive, it won't penetrate the same way as a traditional spirit product will and thus you get a flat, mono-dimensional look. Dewaxed shellac also provides some moderation of grain-raising since it is very water-resistant, and is easily sanded prior to applying the finish coats, thus giving an exceptionally smooth finish.
