Want to remove lead paint from cement basement floor

My basement floor is covered with several coats of peeling paint that test positive for lead. Moisture seeps in, so I know if I paint over it it probably will not stick.

Therefore it would be great to remove the paint. What is a good way to do this? Is there something I could just pour on it that would dissolve it all, or would that leave lead residue in all the cracks (and does that matter)?
