Walls not prepared before hanging paper

If you're really having a lot of trouble, it may be that the walls were not prepared before the paper was hung. (prepared = primed and sealed.)

If the paper was applied directly to plaster or drywall, there's no way it's coming off.

If this is the case, you'll need to put up more wallpaper - you can put up paintable wallpaper. (Ask about it at a wallpaper store.)
