3 options I know of to eliminate wallpaper 'sucking' into the paneling grooves.
1. The most inexpensive method is to remove the paneling, then re-install the same paneling with the unfinished side out. 2. Fill the grooves with a spackling compound, two coats in each groove, minimum. 3. Use a liner paper (heavy duty) to bridge the grooves, although you may have to fill the grooves with spackling beforehand using this method anyway.
