WALLPAPER REMOVAL PRIOR TO PAINTING

HELP....I tore off my wallpaper and there is a spider-web-like film. Before I paint, do I have to take this off? If so, can I use that steamer that people are telling me about. Let me know if I need to prep the wall prior to painting after the paper is off.
