wallpaper removal and then getting ready for paint

I was going to take the wallpaper off myself and then i just called around for pricing to see what the going rate is.2 painters said that the wall needs to have a oil based primer,then sealcoat and then primer..why all these layers.They said if the oil based primer isnt used first the glue will eventually show through,even 1 year down teh road.is this true?after the wallpaper is down,how do i get it ready for paint?how do i make sure all glue is off?what do i use to get all teh glue off after the wallpaper is down?
